New Zealand’s government reminded us over the past couple of weeks about the effect of the Healthy Homes Guarantee Act 2017.
This act is already law. Healthy Homes is about optimal standards of heating, insulation, ventilation, moisture ingress and drainage, plus draught stopping.
The most pressing part of the act is that homes with no insulation in ceiling and floor, or less than 70mm of insulation need to install or top up their insulation by July 1 2019 (meeting the 2008 Building Code insulation standard).
- All rental homes will be required to have a heater that can heat the main living area to 18 degrees celsius.
- Kitchens and bathrooms will have to have extraction fans or rangehoods.
- Where rental homes have an enclosed subfloor space, property owners will need to install a ground moisture barrier to stop moisture rising into the home
- Landlords must have adequate drainage and guttering to prevent water entering the home.
- Draughts that make a home harder to heat will have to be blocked.
- By 1 July 2021 – Private landlords must ensure that their rental properties comply with the healthy home standards within 90 days of any new tenancy. Housing NZ homes have until 2023.

The bigger picture is Housing Minister Phil Twyford estimated 200,000 families live in rental homes that do not have ceiling or underfloor insulation, leading to 6,000 children admitted to hospital each year for ‘housing-sensitive hospitalisations’.
